After defeating Algalon the Observer/(Raid Destroyer), and turning in whatever quest item he drops, Rhonin will begin monologuing for a minute or so.
Like A'dal before him, and Bolvar/Thrall before that, my guess is that this monologue will grant everyone in Dalaran a 2-hour buff.
